Dr. Emma Davies, Principal Pharmacist, Clinical Lead for the Persistent Pain Clinical Implementation Network – Cwm Taf Morgannwg University Health Board, NHS Wales Performance and Improvement
Emma Davies is a Consultant-credentialed Pharmacist specialising in pain management, analgesic optimisation, and safe prescribing. Working across primary and community care, she focuses on improving outcomes for people living with pain through advanced clinical practice, strategic service redesign, and national policy and guideline development. Her work combines hands-on patient care with leadership across clinical practice, education, and system-wide transformation.

- Building sustainable, multidisciplinary models of care within primary and community settings.
Emma is committed to improving opioid safety, supporting shared decision-making, and using research and data to understand prescribing trends and their health-economic implications. Emma also contributes extensively to national training, postgraduate education, and cross-sector professional development.
One of Emma’s key current projects is leading the development and implementation of a national service specification for persistent pain in Wales in her role as Clinical Lead for the Persistent Pain Clinical Implementation Network. She is coordinating regional and national partners to define best practice, standardise multidisciplinary models of care, and support the shift of persistent pain services into primary and community settings. The specification aims to promote equitable access, improve service quality, embed analgesic stewardship, and support sustainable, person-centred pain management across Wales.
