The Silly Rules National Report, published in February 2026 by the Bevan Commission and Llais, in partnership with the Institute for Healthcare Improvement, identifies unnecessary bureaucratic barriers within Wales’ health and social care system. Drawing on 784 submissions from frontline staff and the public, the report highlights how rigid policies, outdated habits, and duplicated processes, often termed “Silly Rules”, create friction that drains time, energy, and resources. The report serves as a practical call to action to simplify governance and remove low-value rules, aiming to restore professional autonomy and improve the quality of care for service users across Wales.
