Senior Bevan Fellow

Dee Lowry is a progressive healthcare leader committed to continuous improvement in how knowledge is developed, shared and applied to deliver better outcomes. As a Senior Bevan Fellow and Head of Value-Based Healthcare for Cwm Taf Morgannwg University Health Board, Dee champions innovative approaches that empower clinicians, enhance patient experience, and drive meaningful change across healthcare systems.

With expertise in Value-Based Healthcare, equality, domestic abuse reform, and nearly 30 years working in the NHS, Dee is passionate about supporting healthcare to not only consider the data collected from patients, but to use it in genuine partnership with them – promoting patient activation and personal health responsibility, improving outcomes and enabling the core principles of prudent healthcare and Value-Based Healthcare. Dee is dedicated to creating collaborative environments where learning, partnership and innovation drive lasting impact.

Dee’s Senior Bevan Fellow focus will be on the evolution of VBHC Measures, such as PROMs (Patient Reported Outcome Measures), and PREMs (Patient Reported Experience Measures), by exploring how Patient Activation Measures (PAMs) can be integrated and triangulated. This research aims to better understand and measure patient activation, factors such as health literacy, information accessibility and support needs – so that healthcare systems can identify where patients may need additional support to become more engaged in their care. By measuring PAMs alongside PROMs and PREMs, we will also be able to assess the impacts of changes in patient activation on both health outcomes and patient experiences.

I hope to further explore how we can use patient data not just for measurement, but as a tool for empowerment – supporting patient activation, shared decision making. I am committed to driving continuous learning and collaboration, using this platform to engage with peers across Wales and beyond to explore innovative practices, challenge existing practices and help build a healthcare culture which prioritises transparency, shared knowledge and continuous improvement.”
